Job description

JOB PURPOSE Contracts Specialist is responsible for all activities related to the contract management function including contractual policy determinations, proposal preparation, analysis and review, negotiation, contract administration and contract closure. KEY ACCOUNTABILITIES Ensure all contracts are completed in the proper development and approval processes Drive contracting process from pre-bidding through approvals and execution. Participate in regular meetings to identify problems, target dates, issues and delays Participate in the evaluation of proposals and bids Develop and administer all contract documents from the tender process through to contract closeout, including variations and issue resolution for design, construction and other project-related contracts. Negotiate project terms, including scope, schedule and invoicing with vendors. Evaluate potential risks to projects and suggest measures to reduce risks to acceptable levels Create a process to deliver financial savings in the contracting process Develop contingency plans for key contracts/vendors Ensure retention letters, guarantees and completion certificates are in line with the requirements Facilitate the management of payment and Variation Orders accordingly Drive and manage the control of all contract activities for stakeholders Lead, manage, and analyze situations to solve work related matters in accordance with policies / objectives Develop and maintain strategic supplier relationships Ensure contracting process complies with company QHSE (Quality/Health/Safety/ Environment) policies and government agencies’ requirements Report on operational matters such as approvals, authorization and how costs are managed Approve and authorize the commitment of Eagle Hills through Purchase Orders and Contracts as per DOA (Delegation of Authority) Advise senior management with spending analysis, savings secured and potential savings Manage the contracting department budget QUALIFICATIONS, EXPERIENCE & SKILLS Qualifications and experience A degree or equivalent professional experience in Engineering; CIPS, CPSM, CSCP, CSCM or any other related certification is preferred; 8-10 years of hands-on experience Experience in real estate or construction industry preferred. Experience in FIDIC Contracts Management Functional Competencies: Strong knowledge of construction contracts, principles, and practices; Excellent negotiation, communication, and interpersonal skills; Ability to analyze complex contract documents and identify key terms and conditions
