## Job description

About the Role Borbalo is looking for a structured, outcome-driven HR Manager to build, own, and govern our end-to-end people operations on a part-time basis. As we expand across markets, this role is pivotal in recruiting niche technical talent, building university pipelines, creating self-serve documentation, and instituting company-wide performance tracking. You will be given full operational authority to implement output-tracking systems across engineering and non-engineering teams, align department managers, and deliver direct monthly performance audits to executive leadership. * Type: Part-time (~20 hours/week) * Location: Hybrid (Tbilisi, Georgia) Responsibilities 1. Specialized Sourcing & University Partnerships * Own full-cycle recruitment for core staff and niche, project-based contractors (e.g., Maputnik vector tile designers, GPS telemetry/traffic data engineers, GIS analysts). * Build strategic talent funnels with top local universities (FreeUni, BTU, KIU, TSU, CU, BSU) to recruit junior tech talent and launch internship programs. * Run targeted, direct outreach across global contractor platforms, specialized technical communities, and local ecosystem networks rather than relying solely on passive job postings. 2. Performance Systems, Audits & Accountability * Bridge the tracking gap between technical teams (who log hours) and non-technical teams by deploying lightweight deliverable-tracking frameworks across all departments. * Work directly with department managers to define objective output metrics and completion benchmarks for every role. * Deliver a candid Monthly Executive Performance Audit to leadership, summarizing individual output, deliverables completed vs. planned, and explicitly flagging inactivity, bottlenecks, or chronic underperformance. * Establish and exercise operational authority to enforce reporting compliance, deliverable logging, and process adherence company-wide. 3. HR Automation & Self-Serve Documentation * Build and maintain a low-friction, asynchronous HR stack (e.g., Notion workspaces, Slack/Lark workflows, lightweight ATS/HRIS). * Author standardized, self-serve onboarding and offboarding documentation so new hires and short-term contractors adapt quickly with minimal manual supervision. 4. Compliance, Total Rewards & Operations * Manage local employee contracts, international B2B contractor agreements, and EOR (Employer of Record) solutions in collaboration with legal counsel. * Ensure compliance with Georgian labor legislation, Individual Entrepreneur (IE) tax statuses, and micro-business frameworks. * Benchmark market rates (USD vs. GEL salary structuring) and design local benefit packages (health insurance, gym/coworking stipends). Requirements * 3+ years of HR experience in tech startups, product companies, or fast-paced growth environments. * Proven Niche Sourcing Track Record: Experience recruiting specialized technical talent, freelancers, and B2B contractors via direct outreach. * Process Governance & Authority: Ability to gain immediate operational authority, roll out output-tracking systems, and enforce compliance across unstructured teams. * Data-Driven Accountability: Strong capability to audit work outputs objectively, cutting through subjective updates to report pure results and activity levels. * Georgian Labor Law & Tax Expertise: Practical knowledge of local labor legislation, contractor structures (IE/micro-business), and international hiring setups. * Ecosystem & University Network: Active connections within Georgian university placement networks (FreeUni, BTU, KIU, TSU, CU, BSU) and local tech communities. * Tooling Proficiency: Strong hands-on experience with async workspaces (Notion), task management platforms (Linear, Jira, Asana), and modern ATS tools. * Languages: Fluent in Georgian and English (Russian is a plus). Nice to Have * Prior experience sourcing candidates within mapping, geospatial, transportation, or mobility-tech domains. * Familiarity with global hiring platforms (e.g., Deel, Remote).
