Job Description heladia Associates, Inc. is seeking experienced International Senior Quality Assurance / Materials Engineers for an EIB-funded motorway construction supervision assignment in Georgia. Separate international experts are envisaged for Lot I and Lot II . The indicative inputs are 40 person-months for Lot I and 34 person-months for Lot II, including involvement during the Defects Notification Period. Key Responsibilities Oversee detailed inspection and testing of construction materials and samples to verify compliance with contract specifications and approved designs. Audit contractor construction activities, testing records, and quality documentation and address non-conformities. Establish and support effective QA/QC procedures and systems for construction supervision. Review specifications, testing procedures, and acceptance requirements for pavement and other construction materials. Review and approve concrete mix designs submitted by the contractor. Supervise standardization of laboratory and field testing requirements. Review geotechnical and materials investigations involving soil and rock. Support quality control associated with bridges, drainage crossings, high embankments, cut slopes, and other highway structures. Verify the quality and quantity of completed works in coordination with site engineers. Support the Team Leader in implementation of the project-wide Quality Assurance system. Qualifications Qualifications & Experience Degree in Civil Engineering or equivalent . Preferably at least 15 years of international experience as a Quality Assurance Engineer, Materials Engineer, Quality Control Engineer, or equivalent. At least 10 years of experience in road construction projects . At least 5 years of experience on projects executed under FIDIC Red Book or FIDIC MDB Harmonized Conditions of Contract . Experience with rigid pavement highway construction will be considered a significant advantage. Strong knowledge of construction materials, concrete, pavement materials, laboratory testing, QA/QC systems, and construction specifications. Prior regional experience is highly desired. Candidates with major international highway/motorway projects involving rigid pavement, concrete works, materials laboratories, and FIDIC supervision are strongly encouraged to apply.
