You can check more information about company on the website: https://www.huawei.com/en/corporate-information "Tbilisi Huawei Technologies Co" is looking two additional suitable candidates for two different domains of Procurement Qualification: Job title: Procurement Manager (Responsible for Caucasus Region Projects) Location: Tbilisi, Georgia or Baku, Azerbaijan Responsibilities/Duties: for the Position N1: Engineering Procurement Professional Responsible for managing the end-to-end Procurement Sourcing-to-Payment process and acting as a core procurement member in project delivery. 1. Supplier Sourcing & Qualification: ** Identify, source, assess, and qualify quality suppliers to establish a competitive and reliable supplier pool. 2. Supplier Selection & Procurement Strategy ** Develop and execute appropriate supplier-selection and sourcing strategies based on project requirements, market conditions, commercial considerations, and procurement objectives. 3. Supplier Relationship Management: Manage long-term relationships with strategic suppliers, including supplier development, performance management, capability assessment, and continuous improvement. 4. Project Delivery & Supplier Performance: Work closely with Engineering, Project Management, Sales, and other stakeholders to monitor supplier performance, resolve delivery issues, ensure procurement readiness, and support successful project implementation. 5. Early Procurement Involvement & Bid Support: Participate in early procurement involvement for key sales projects, support project bidding activities, execute procurement strategies, and contribute to subcontracting resource assurance solutions for key projects. 6. Market Research & Commercial Analysis: Conduct market research, analyse supplier capabilities and competitive conditions, establish market benchmarks, and identify cost optimization opportunities. 7. Cross-functional Collaboration: Work closely with internal stakeholders including Engineering, Sales, Finance, Legal, Project Management, and other functions to ensure alignment of procurement and business requirements. 8. Other Responsibilities: Perform other procurement-related tasks as assigned from time to time. Preferred Experience: ** Experience in Data Center (DC), telecom, ICT infrastructure, engineering, construction, or another technical project procurement is highly preferred. ** Experience in subcontracting procurement, technical services, project-based sourcing, supplier qualification, and commercial negotiations is an advantage. ** Candidates without direct DC experience may also be considered if they have strong experience in engineering, ICT, infrastructure, or other project-based procurement. ** Knowledge of ICT products, technologies, engineering projects, and project management is an advantage. ** Responsibilities/Duties: for the Position N2: Admin & General Procurement Professional ** Responsible for managing the end-to-end Procurement Sourcing-to-Payment process across administrative, general, and indirect procurement categories. 1. Supplier Sourcing & Qualification: Identify, source, assess, and qualify suppliers based on business requirements, quality, cost, service capability, and commercial conditions. 2. Supplier Selection & Negotiation: Develop appropriate sourcing strategies, conduct commercial negotiations, evaluate quotations and proposals, and support supplier selection. 3. General & Indirect Procurement: Manage procurement activities across various categories, which may include marketing, consultancy, professional services, payroll/HR-related services, travel, facilities, office services, IT services, and other general procurement requirements. 4. Supplier Relationship Management: Maintain effective long-term relationships with suppliers and monitor supplier performance, service quality, contractual compliance, and delivery. 5. Procurement Process Management: Ensure procurement activities are completed in accordance with internal processes, policies, approval requirements, and contractual procedures. 6. Stakeholder Management: Work closely with internal stakeholders to understand requirements, provide procurement solutions, resolve issues, and ensure timely fulfilment of business needs. 7. Market Research & Benchmarking: Conduct market surveys, supplier comparisons, price benchmarking, and market analysis to support competitive procurement decisions and cost optimization. 8. Other Responsibilities: Perform other procurement-related tasks as assigned from time to time. Preferred Experience: ** Experience in general or indirect procurement is preferred. ** Experience in categories such as marketing, consultancy, professional services, payroll/HR services, travel, facilities, office services, IT/software/services, or other administrative procurement is an advantage. ** Experience in engineering or DC procurement is not mandatory. ** Candidates with strong general procurement fundamentals and the ability to manage multiple categories are encouraged
