16 October MAC Georgia is pleased to announce an opening for the position of Regional Coordinator (RC) in Adjara for the UNICEF-funded project "Testing Models of Transportation and Home Adaptation Services for Children and Persons with Disabilities in Selected Municipalities of Georgia." Organization: McLain Association for Children (MAC Georgia) Location: Adjara region / Tbilisi, Georgia TERMS OF REFERENCE (ToR) Regional Coordinator (RC) in Adjara Testing Models of Transportation and Home Adaptation Services for Children and Persons with Disabilities in Selected Municipalities of Georgia Duty Station Field-based across the participating municipalities in the Adjara region, with periodic travel to Tbilisi for coordination meetings. Contract Type Individual Consultancy Contract Period October, 2026 - July, 2027 Level of Effort 75% FTE for 10 months Reporting Line Reports to the Project Director; coordinates closely with the Senior Disability & Social Services Expert and other project specialists at the municipal and field level. Key Technical Collaboration Works in close coordination with the Senior Disability & Social Services Expert on beneficiary outreach and service-cycle implementation; coordinates with the Senior Occupational Therapist and the Occupational Therapist - Home Adaptation & Mobility Officer on field-level scheduling; liaises with the Home Accessibility & Technical Feasibility Officer during site visits; provides field data inputs to the Financial Manager and Project Director. 1. Background MAC Georgia is implementing the UNICEF-funded project "Testing Models of Transportation and Home Adaptation Services for Children and Persons with Disabilities in Selected Municipalities of Georgia." The project is a 12-month proof-of-concept initiative to test and document transportation and home adaptation service models in up to three municipalities, and to generate practical evidence for future municipal institutionalization and scale-up. The three participating municipalities have been confirmed within the Adjara region. The project tests the full service cycle rather than isolated interventions, requiring sustained field-level presence to coordinate beneficiary outreach, service delivery, quality assurance and stakeholder liaison on the ground. The Regional Coordinator provides field-level project coordination, stakeholder engagement and implementation support across the participating municipalities in Adjara, ensuring effective day-to-day delivery of the project on the ground and serving as the primary local liaison for municipalities, Independent Living Centers (ILCs), beneficiaries and service providers. 2. Purpose of the Assignment The purpose of the assignment is to ensure effective day-to-day coordination of project implementation at the municipal and field level in Adjara, so that beneficiary outreach, service delivery and quality assurance proceed smoothly and operational challenges are identified and resolved in a timely manner. The Regional Coordinator provides field-level coordination and liaison support, and will not substitute for the technical leadership functions of the Senior Disability & Social Services Expert, the occupational therapy assessment work of the Senior Occupational Therapist and the Occupational Therapist - Home Adaptation & Mobility Officer, or the engineering/technical feasibility responsibilities of the Home Accessibility & Technical Feasibility Officer. The Regional Coordinator`s role is one of field-level coordination, liaison, monitoring and documentation. 3. Core Responsibilities ** Coordinate day-to-day implementation of project activities in the target municipalities in Adjara. ** Support the launch and roll-out of transportation and home adaptation services on the ground. ** Monitor implementation progress, identify operational challenges and support timely problem-solving at the local level. ** Serve as the primary focal point for municipalities, Independent Living Centers (ILCs), beneficiaries, service providers and other stakeholders at the local level, as well as participate in outreach and recruitment of the beneficiaries ** Facilitate communication and coordination among project specialists, municipal representatives and local service providers. ** Support periodic municipal consultation sessions and engagement activities. ** Support beneficiary outreach, application processes and coordination of assessments. ** Contribute to transportation needs assessments and the development of individual transportation support plans. ** Contribute to Home adaptation needs assessments and the development of individual transportation support plans. ** Support implementation and documentation of the full service cycle — application, assessment, approval, provision, supervision and reporting. ** Support the organization of field visits, consultations, trainings and stakeholder meetings. ** Conduct ongoing transportation service monitoring through random trip accompaniment checks, monthly driver check-ins and daily service logs to review trip records, incidents, driver conduct, passenger safety and compliance with safety standards, while also maintaining daily case progress records for home adaptation services. ** Collect and maintain project documentation, beneficiary records and implementation data for both services. ** Provide regular updates to the Project Director and contribute to progress reporting, including the monthly progress dashboard. ** Escalate safety incidents to the Project Director in accordance with project protocols. ** Support quality assurance and ensure compliance with project procedures and agreed service delivery standards. ** Contribute to monitoring, learning and knowledge management processes. 4. Scope of Work Sequencing and Timing The Regional Coordinator`s inputs shall follow the sequencing of the approved project timeline.
