Job description

13 August Arbeiter-Samariter-Bund (ASB) Caucasus , through its Georgia Country Office, is seeking a qualified researcher/research organization to conduct the final evaluation of the project "RISE Georgia: Reducing Inequality and Supporting Empowerment for Women in Crises". RISE Georgia: Reducing Inequality and Supporting Empowerment for Women in Crises ABOUT Arbeiter-Samariter-Bund Arbeiter-Samariter-Bund is one of Germany`s largest and oldest humanitarian and welfare organizations, with over one million members. Founded in 1888 in Berlin, ASB has acted as a politically and denominationally independent association throughout its history. ASB began its international humanitarian activities in 1921, which have since become an integral part of its work. Through its officially registered country office in Georgia, ASB has implemented several EU, German and US government-funded projects related to inclusive disaster risk reduction, provision of social services, GBV/DV, improvement of economic and livelihood conditions, resocialization of persons in conflict with law, confidence building, and humanitarian assistance to internally displaced persons (IDPs), conflict-affected populations and other vulnerable groups. ABOUT THE PROJECT Since October 2024, ASB has been implementing the project "RISE Georgia: Reducing Inequality and Supporting Empowerment for Women in Crises", funded by the Republic of Austria, represented by the Federal Minister of Social Affairs, Health, Care, and Consumer Protection. The project is implemented in the regions of Ajara, Imereti, and Guria, with a focus on strengthening the social and economic resilience of vulnerable women and girls in Western Georgia, including survivors of GBV/DV, internally displaced persons (IDPs), migrants, and women with disabilities. The project responds to the specific challenges faced by women in crisis situations, including increased vulnerability to poverty, social exclusion, limited access to services, and barriers to economic independence. Through a comprehensive and integrated approach, the project aims to improve access to protection, support, and empowerment opportunities for women and girls. Key interventions include the provision of social support services, individual counselling, awareness-raising activities on GBV and women`s rights, establishment and strengthening of Self-Help Groups (SHGs), vocational training, and livelihood support opportunities. The project also focuses on strengthening local response mechanisms through the development of multidisciplinary teams consisting of social workers, street workers, counsellors, and gender specialists. These teams work to identify and support women experiencing vulnerability, improve referral pathways, and enhance cooperation with municipalities and local organizations addressing GBV and related issues. The following outputs and reach indicators summarize key implementation results: ** Over 21, 000 people reached through GBV/DV awareness campaigns. ** 10 workshops/trainings conducted for 200 women and girls to strengthen knowledge, self-efficacy, and economic empowerment. ** Over 200 women and girls received individual counselling services ** 1, 500 women and girls received psychological and social support services. ** 33 self-help groups established, bringing together 268 women and girls. ** 100 (planned) women with disabilities and girls in crisis situations received vocational education, training, and vocational equipment. ** 6 skills development trainings conducted ** 6 trade fairs conducted ** 6 networking events with local companies organized to promote economic inclusion and employment opportunities. Evaluation purpose: The purpose of this final evaluation is to (i) assess the extent to which the project has achieved its objectives, expected results, outputs and outcomes as defined in the project proposal and monitoring framework; (ii) assess the relevance, effectiveness, efficiency, sustainability and impact of project interventions; (iii) analyze the contribution of project activities to improving the social and economic resilience, empowerment, and inclusion of women and girls in crisis situations; and (iv) identify lessons learned and provide practical recommendations for future programming. Alignment with BMASGPK Reporting Framework The final evaluation shall be aligned with the reporting requirements of the Austrian Federal Ministry of Social Affairs, Health, Care and Consumer Protection (BMASGPK) under the special directive "Combating Poverty in Third Countries." In particular, the evaluation shall ensure that findings are structured in a way that allows direct reference to project-level quantitative and qualitative indicators as defined in the project proposal and monitoring framework. The evaluation shall explicitly distinguish between outputs and outcomes and, where applicable, provide disaggregated analysis by gender and relevant vulnerable groups (including but not limited to women and girls, GBV survivors, internally displaced persons, migrants, and women with disabilities). The evaluation findings should be usable for the preparation of BMASGPK-compliant interim and final narrative reports, including contribution to SDG-related reporting and gender analysis requirements. Methodology The evaluation methodology will be developed in accordance with the specific evaluation objectives, considering the project`s logical framework, target groups, stakeholders, and available monitoring and reporting data. The researcher/research organization will be responsible for developing a detailed evaluation methodology and work plan prior to the commencement of data collection activities. The evaluation is expected
