Senior Training and Capacity Development Expert NTU International is preparing a proposal for the EU-funded project “ EU Assistance for the Uzbekistan AgriFood Development Strategy 2020–2030 ”, which aims to support the Government of Uzbekistan in the implementation of a sustainable, market-oriented, inclusive and climate-smart agri-food system. The project focuses on strengthening policy and regulatory frameworks, institutional capacities, and public sector governance in support of the Agri-Food Development Strategy 2020–2030. The Technical Assistance will support institutional capacity development, professional training systems, knowledge transfer mechanisms, and strengthening of technical competencies across public institutions and agri-food sector stakeholders in Uzbekistan. NTU International is seeking a Senior Training and Capacity Development Expert to support institutional learning, professional training programmes, and technical capacity-building initiatives related to the implementation of the Uzbekistan AgriFood Development Strategy 2020–2030. Key Responsibilities Support design and implementation of training and institutional capacity development programmes related to agri-food sector reforms; Conduct training needs assessments and institutional capacity analyses for Ministries and sector institutions; Develop training curricula, manuals, toolkits, and technical learning materials; Support Training of Trainers (ToT) programmes, institutional learning initiatives, and professional development activities; Advise public institutions on adult learning methodologies, organisational learning systems, and knowledge management approaches; Support organisation and delivery of workshops, seminars, study visits, and technical exchange activities; Contribute to development of e-learning systems, digital training tools, and blended learning approaches; Coordinate with Ministries, universities, training centres, research institutions, and development partners; Promote integration of gender equality, youth participation, climate-smart agriculture, and sustainability considerations into training programmes; Contribute to monitoring, reporting, and evaluation of training and institutional strengthening activities. Education Master’s degree in education, organisational development, agricultural sciences, rural development, public administration, or another relevant field General Professional Experience Minimum 10 years of professional experience in training, institutional development, capacity-building, or organisational learning programmes; Proven experience working on agricultural, governance, or development projects in developing or transition economies; Experience in international development cooperation and donor-funded programmes. Specific Professional Experience Minimum 7 years of experience in designing and implementing training and capacity development programmes; Demonstrated experience with curriculum development, Training of Trainers (ToT), institutional learning systems, or organisational capacity-building initiatives; Experience related to agriculture, agri-food systems, rural development, food safety, or public administration reform is considered an advantage; Experience supporting projects financed by the EU, World Bank, IFAD, FAO, GIZ, ADB, or other international financial institutions is considered a strong asset; Experience working with Ministries, universities, vocational institutions, or training centres is considered an advantage; Experience in Central Asia, Eastern Europe, or post-Soviet countries is considered an asset. Languages English (C1 mandatory); Working knowledge of Russian is considered a strong asset. Please note that inclusion in the expert pool does not guarantee immediate assignment.
